CPNP Notification : What is it ? And how to carry it out ?

The marketing of a cosmetic product within the European Union is subject to strict regulations to ensure consumer safety. A crucial step in this process is the notification of the product to the European Commission through the Cosmetic Products Notification Portal (CPNP). This notification is required both by the person responsible for the product and by distributors, in certain specific cases.


1. Notification by the Person Responsible :


Before marketing a cosmetic product, the person responsible must provide certain information to the European Commission through the Cosmetic Products Notification Portal (CPNP), an electronic portal dedicated to EU cosmetic products. Competent authorities and poison control centers will have access to certain information, while formulations will only be accessible to poison control centers.


The information to be provided includes the following :

  • The category of the cosmetic product and its complete commercial names.

  • The name and address of the responsible person (individual or legal entity) where the Product Information File (PIF) is made available to competent authorities.

  • The country of origin if the product is imported.

  • The Member State in which the product is to be placed on the market.

  • Contact details of a responsible person to be contacted if needed.

  • In the case of the presence of substances in the form of nanomaterials, their identification and reasonably foreseeable exposure conditions.

  • The name and CAS or CE number of Category 1A or 1B CMR (Carcinogenic, Mutagenic, Reprotoxic) substances.

  • The framework formulation.

  • If any of this information changes, the responsible person must promptly provide an update. Additionally, the responsible person must communicate the original labeling and, if legible, a photograph of the packaging.


In accordance with Article 16 of the cosmetic regulation, cosmetic products containing nanomaterials must be notified to the European Commission six months before being placed on the market, unless they have already been marketed by the same responsible person before January 11, 2013. 2. Notification by distributors :


Distributors must notify when they make available in a Member State a cosmetic product that has already been placed on the market in another Member State and they translate any element of the labeling on their own initiative to comply with national legislation.


The information to be provided in this case includes the following :

  • The category of the cosmetic product.

  • Its name in the original Member State and its name in the Member State where it is made available.

  • The Member State in which the product is made available.

  • The name and address of the distributor.

  • The name and address of the responsible person where the PIF is made available.

  • Si l'une de ces informations change, le distributeur doit fournir sans délai une mise à jour.


3. Communication from distributor to responsible person :


If a distributor reintroduces a product into a Member State that has been on the market before July 11, 2013, but is no longer on the market as of that date by the responsible person, certain information must be communicated to the latter by the distributor.


The information to be provided to the responsible person by the distributor will be as follows :

  • The category of the cosmetic product.

  • Its name in the original Member State and its name in the Member State where it is made available.

  • The Member State in which the product is made available.

  • The name and address of the distributor.

  • Based on these elements, the responsible person must promptly update their notification. If any of the information changes, the responsible person must promptly provide an update.


In conclusion, the CPNP notification is a crucial step to ensure the compliance and safety of cosmetic products placed on the market in the European Union. Responsible persons and distributors must comply with the requirements of the cosmetic regulation by providing accurate and up-to-date information, while ensuring consumer protection and monitoring of the cosmetic products market.
